POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

This position is onboard Joint Base Pearl Harbor-Hickam (JBPHH) to provide technical support to the JBPHH Commanding Officer and all tenant commands with 5G experiments for infrastructure/communications operations upgrades. The ideal Test Lead candidate will have experience with research, development, test, evaluation, and engineering within a Joint US Military environment. This is a mid/senior-level position that will require daily communications with senior level military and civilian personnel.

The chosen candidate will be required to work directly with government customers in a Systems Engineering and Technical Assistance (SETA) role. Duties and Responsibilities include:

  • Provide system analysis, review system requirements, and perform technical management to assist in the test, evaluation, and establishment of 5G terrestrial networks onboard JBPHH.
  • Coordinate installation evolutions with government entities and vendor support staff as systems mature.
  • Assist in the performance of test events for a variety of applications for routine military operations.
  • Perform ongoing technical review of system documentation to support tenant commands in an ongoing effort to streamline and upgrade operations.
  • Provide direct engineering IT support on specific applications that will be developed, applied, and evaluated for base operations/maintenance, airfield operations/ground electronics, etc.
  • Support Network testbed administration and information technology (IT) management,
  • Create and maintain test documents associated with future and ongoing events.
  • Provide regular technical status reporting to US Government engineers and senior military personnel.
  • Previous demonstrated experience working with Senior military personnel in both an operational and maintenance setting is required. This includes knowledge and ability to create reports and brief at the flag level.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • B.S. or B.A. in a Technology related field desired but not required.
  • Experience with RF/Communications Technical Control (Tech Control) maintenance/operations throughout 3rd and 7th Fleet Area of Responsibility (AOR) is desirable.
  • Experience with vendor negotiations, applicable contracts and understanding of access constraints and the ability to arrange/negotiate assignments as required to execute directed job efforts.
  • Strong communications skills required. Ability and usage of all Microsoft (MS365) products required. Must be able to brief and report daily as testing evolutions progress.
  • Applicable experience with maintenance operations and related CONUS and OCONUS military and civilian base operations is desirable.
  • 10+ years experience in-theatre with requisite military background in operations, maintenance, and project management.
  • Demonstrated ability to create and maintain test documents.
  • U.S. Citizenship status required
  • Must have an active DoD Secret Security Clearance or be able to obtain or reestablish this level of clearance.
