Job Description
Moffatt & Nichol's environmental practice in South Florida is growing! We are seeking a senior level Environmental Manager for our Miami (preferred), Fort Lauderdale, or West Palm Beach, FL office. As the successful new hire, you will provide experienced and knowledgeable environmental/permitting leadership and support for a range of client/stakeholder coordination, project strategizing, and overall project management functions for coastal, marine, and other waterfront and resiliency projects.

Duties and responsibilities:

  • Business development relative to projects in the coastal and marine environments
  • Planning, creating, and executing marketing for expanding company reach and obtaining potential customers
  • Develops and prepares project proposals and timelines for engineering and/or environmental permitting services for coastal and marine development project
  • All elements of contracts management and project management for engineering and environmental permitting projects
  • Serves as the main point of contact for clients which includes learning the project needs of clients and developing plans to meet them, and ensuring client satisfaction
  • Supervises, directs, and manages environmental and engineering personnel for coastal and marine development projects
  • Directs, guides, and strategizes overall project development, engineering design, environmental permitting and environmental surveys/assessments
  • Coordinates with project teams and regulatory agencies to address and resolve complex issues for acquiring local, county, state, and federal environmental permits
  • Develops practical, innovative approaches to addressing and solving regulatory technical problems, overcoming constraints or unexpected circumstances
  • Interprets federal/state/county environmental regulatory rules, criteria, policies, and procedures
  • Performs project/task management for environmental surveys/assessments, environmental permitting, environmental restoration, and resiliency consulting projects working with multi-disciplinary teams
  • Processes environmental permits with the USACE (Section 10 and 404), Florida DEP, Florida Water Management Districts, Florida county and municipal agencies
  • Supervises/oversees/conducts preparation/review of technical documentation related to permitting and compliance for marine/coastal projects, including impact/alternatives analysis/summaries, functional assessments, and mitigation plans.
  • Performs, prepares and/or reviews protected species assessments and consultation/permitting documents
  • Supervises/oversees/conducts wetland delineations and coordinates agency jurisdictional wetland determinations
  • Conducts occasional site inspections or field assessments which include taking measurements, recording data, and taking photographs
  • Coordinates with clients, design team members, environmental resource agencies, other agencies, and project stakeholders to prepare project documentation

Qualifications:

  • Bachelor's degree in Biology, Environmental Science, or related field; required
  • Master's degree in related field; preferred
  • 10+ years of related experience in Florida; required
  • Extensive private sector environmental consulting experience; required
  • Extensive USACE Section 10 and 404 permitting and/or consulting experience; required
  • Extensive FDEP/WMD ERPs permitting and/or consulting experience; required
  • Experience and/or familiarity with County environmental permitting or consulting a plus
  • Experience conducting coastal/marine environmental fieldwork, surveys, monitoring, research, data collection, wetlands and habitats delineations, functional assessments/evaluations and associated documentation; a plus
  • Experience performing, preparing and reviewing protected species assessments and permitting (both federal and state); a plus
  • Experience with FDEP/FBC coastal permitting, beach renourishment project permitting, flood code compliance and FEMA flood map revisions; a plus
  • Understanding of requirements for National Environmental Policy Act (NEPA), USACE Section 408, federal projects; a plus
  • Experience with international environmental impact assessments and environmental management plans; a plus
  • Minimal travel is required. On occasion may travel to other Moffatt & Nichol offices within Florida, job sites, meetings at client or permitting agency offices, offsite training opportunities
  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171


Physical requirements:

Work is generally performed in an office setting. Limited site visits for conditions assessment, data collection, project meetings, etc. Ability to use standard office equipment is required. Limited travel will be required.
