Job Description

JOB SUMMARY:

The Supervisor of Risk/Safety & Training, under minimal supervision, plans and manages the delivery of ENSTAR's safety and technical training programs and initiatives. Identifies, develops, and implements safety programs and operational procedures throughout the Company. Specific responsibilities include the development, administration, and promotion of ENSTAR's Safety, first aid, industrial hygiene and environmental health, and accident prevention programs. This includes performing periodic inspections of ENSTAR's physical properties to ensure compliance with EPA, DOT, Labor, ADEC and other regulatory agencies. This position is also responsible for the review of injury and accident investigations, and the recommendation of measures to reduce or eliminate industrial and vehicular accidents.


ESSENTIAL FUNCTIONS:

  • Establishes, develops, and promotes all safety and loss prevention functions of the Company. Maintains safe and healthy working conditions and recommends measures to reduce or eliminate workplace accidents and health hazards in compliance with OSHA regulations.
  • Manages, plans, develops, and implements training programs for skilled and technical employees. Communicates training opportunities and evaluates training results.
  • Advise managers and supervisors in the development of plans required to control losses from personal injury, fire, and property damage. Monitor and audit the execution of plans to ensure compliance and identify safety problem areas.
  • Assist HR and Risk with Worker's Compensation claims.
  • Provide technical expertise for non-routine, special activities to ensure that adequate safeguards are taken to prevent injury and property damage due to explosion, fire, or other accidental occurrences. Acts as on-site safety advisor during major repairs.
  • Provide training to prepare and assist supervisors in fulfilling their safety, environmental, and fire protection responsibilities, monitor and audit training conducted by supervisors.
  • Provide regular reports for the VP of Operations and Engineer, Senior Operations Manager and TriSummit Utilities EHS.
  • Review and analyze supervisory training needs and make written recommendations to ENSTAR.
  • Evaluate Contractor Safety performance for compliance and documentation.
  • Maintain current, up-to-date knowledge on matter related to ENSTAR safety practices, codes, and regulations, chemicals, materials, safety equipment, fire prevention and protection equipment. Coordinate activities with personnel who may be impacted.
  • Assist supervisors in the investigation and analysis of accidents, injuries, fires, and other safety related events. Develop preventive measures and coordinate implementation.
  • Maintain an on-going, up-to-date level of expertise relative to all safety policies and procedures. Advise managers/supervisors as to changes and interpretation and correct methods of administration, where deficiencies are noted, provide advice and counsel.
  • Review all safety policies, procedures, and practices for applicability in the field; make written recommendations as appropriate.
  • Investigate safety concerns and prepare responses; may require filing with government agencies.
  • Prepare, maintain and update ENSTAR's Environmental, Health and Safety management system Manual, Emergency and Disaster Contingency Plans, and Hazard Communications Program.
  • Supervise maintenance records for statistical information and management reports; ensure that reporting conforms to local, state and federal requirements and safety industry standards.
  • Work in a constant state of alertness and in a safe manner.
  • Develop and administer:
    • Industrial hygiene program: Maintain contact with medical and industrial hygiene community to remain current in industry practices and problem resolution.
    • Hearing Conservation Program.
    • Respiratory program.
    • Personal protective equipment program.
    • First-aid and CPR programs.
    • Recognition and awards programs (acknowledge exemplary safety performance by individual employees, divisions, and departments).
    • Motor vehicle accident prevention programs
    • Safety Tracking and Reporting (STAR) program
  • Budget and track all incurred safety program expenses; ensure cost effectiveness.
  • Coordinate and chair Safety Committee Meetings.
  • Travel to other job sites as necessary.

MINIMUM QUALIFICATIONS:

  • Degree in Safety, Engineering, or applicable field.
  • Certified Safety Professional (CSP) rating and/or a Certified Industrial Hygienist rating.
  • Five years of progressively responsible safety experience.
  • Safety experience in the Alaskan natural gas or petroleum industry is preferred.
  • Working knowledge of safety and fire protection, preferably in hydrocarbon processing facilities.
  • Understanding of federal, state, and local regulations, such as OSHA, UFC, Community Right to Know, Worker Right to Know, TOSCA, CERCLA, RCRA, DOT, Part 195.
  • Must be able to pass all applicable Operator Qualification testing.
  • Must possess a valid driver's license and be qualified to operate a vehicle under the conditions of the ENSTAR's Driving Policy.
  • Ability to pass a drug, background, past employment and driving record screening.

  • Proven organizational and analytical skills in order to be able to analyze processes, make recommendations, monitor the financial effectiveness of the department and provide future direction and guidance.
  • Excellent communication skills, both oral and written, in order to deal effectively with a variety of interpersonal relationships and situations.
  • Excellent interpersonal skills, ability to work effectively and cooperatively with all levels of management, staff, customers, and governmental agencies.
  • Basic knowledge of occupational safety concepts and ability to communicate and administer them, specifically as they apply to the natural gas industry.
  • Ability to create, implement and evaluate effective training programs.
  • Leadership ability to manage a multifaceted operation providing direction and motivation for team members in order to meet department and corporate goals.
  • Must be detail oriented; superior organizational, information management, and follow-up skills.
  • Good working knowledge of various personal computer business software applications presently used by ENSTAR. Ability to learn new applications.
  • Good understanding of departmental policies and procedures and how they relate to the goals of ENSTAR.
  • Effective oral and written communication skills to effectively understand and communicate policies and procedures.

  • Must maintain a safe environment for co-workers, customers, and the public through adherence to established safety standards and timely reporting of potential hazards.
