Primary Responsibilities

In the role of Disaster Recovery Funding Lead, we'll count on you to advise clients on detailed grant requirements for multiple agencies and develop a strategy to efficiently meet those requirements on compressed timeframes. The Disaster Recovery Funding Lead will work with our technical engineering teams for grant administration including drafting scopes of work, detailed work plans, and updating costs spreadsheets and schedules on a regular basis for submittal to federal agencies. The role also includes organizing the funding and documentation to support clients as they receive and manage federal funding for emergency response and recovery reimbursement following state or federal declared disasters. The Disaster Recovery Funding Lead will track and assist in meeting federal deadlines and facilitate responses with and on behalf of our state and municipal clients. The role involves repeated and ongoing coordination with state and federal agencies such as FEMA, FHWA, FTA, FAA, FRA, ARRC, and Alaska DOT&PF and DMVA, and others. The Disaster Recovery Funding Lead will provide strategic guidance and leadership to set up project controls that will enable clients to accurately capture costs. Disasters are happing with increased intensity and frequency. In most cases, disasters occur over multiple sites and take multiple years to close, requiring an extreme level of detail and quality control to maximize federal reimbursement.

Key Duties Include:

  • A deep understanding of grant management and administration (documentation and reporting requirements) for programs like FEMA's Public Assistance Program and FHWA's Emergency Relief (ER) Program to meet requirements for disaster funding reimbursement.
  • Grant research and analysis to determine reimbursement funding eligibility.
  • Close coordination with engineering, inspection, and construction staff.
  • Preparation of justification memos; time extension letters; federal forms for reimbursement and support cost documentation.
  • Organization of invoices, memos and data.
  • Coordination with clients' accounting staff for necessary documentation.
  • Collaborative resolution of client comments on deliverables.

Additional Duties May Include:

  • Develop and monitor project metrics.
  • Lead internal and external project coordination meetings.
  • Conduct schedule baseline and schedule update reviews.
  • Develop cost estimates with engineering support.
  • Contribute to the growth of HDR's ER practice, both in Alaska, and nationally.
  • In the case of a disaster or emergency, work may require periodic, on-call duty and travel to site or remote locations.

Required Qualifications

  • Bachelor's degree in related field.
  • Minimum of 5 years of experience in a detail-oriented field that requires high level of personal accountability and commitment to quality.
  • Strong organizational, analytical, and problem-solving abilities.
  • Strong decision-making skills.
  • Strong oral and written communication skills and proficient Microsoft Officer user.
  • Possess the ability to work collaboratively and effectively in a team environment whether as a team member or team leader.
  • Ability to work independently and with remote clients and staff.
  • Ability to coordinate and prioritize multiple long- and short-term tasks simultaneously.
  • Self-starter with a proven track record of accomplishments.
  • An attitude and commitment to being an active participant of our employee-owned culture is a must.

Preferred Qualifications

  • Degree in construction management, engineering or planning.
  • Minimum 5 years of experience in disaster recovery grant management or work experience advising grants strategy, grant applications, and grants management for State Departments of Transportation, transit agencies, Metropolitan Planning Organizations, municipal governments, or other public agencies.
  • Ability to foster effective relationships with diverse groups, agencies, including state/federal agencies and Alaskan Native organizations.
